DMER director fudged date of birth in service records



NAGPUR: Medical education director Dr WB Dr Tayade, who is already being investigated for graft in purchase of medical equipment, could be in for more trouble. School records that were provided to TOI by a source, and independently confirmed from Dr Tayade's school, indicate that he fudged his date of birth in government service records. Going by the date of birth in Dr Tayade's SSC school leaving certificate, he should have retired in November 2008.

According to his school records, Dr Tayade is sixty years and four months old at present, which means that he should have retired in November 2008. The state government increased the retirement age from 58 to 62 by issuing a GR dated June 17, 2010. However, Dr Tayade continues to be in service as head of the directorate of medical education and research (DMER).

Dr Tayade's school leaving certificate issued by New English High School, Akola, states his date of birth as November 10, 1950. The certificate was first issued by the school in June 1966 and a duplicate was procured on February 2, 2011. These records were given to TOI by some RTI activists and medical teachers, and were independently confirmed by TOI from the school records.

However, DMER sources and the medical education secretariat say that Dr Tayade's date of birth as per service documents is November 10, 1952. This indicates that the change in documents was made at the time of joining service or during service, when Dr Tayade was medical lecturer and dean at the Government Medical College and Hospital (GMCH) and Indira Gandhi Government Medical College (IGGMC) respectively.

This is also evident from the fact that his medical college could not have admitted him to the MBBS course at the age of 16 years and 8 months. So, his college must have been given the original age certificate.

Apparently, the manipulation was carried forward over the years without the DMER or any other state government authority verifying it. All of Dr Tayade's batchmates in GMCH's 1969 batch, who retired in 2010, just before the new GR relaxed the age limit, are now crying foul. They all are shocked at the manipulation of date of birth.

Though no one is still willing to speak on the record, some batch mates say that he had always been a manipulating person. As proof, they point out that even the most brilliant of their lot, including merit holders, could not even make it to the dean's post whereas he reached a director's post. "What is more shocking is that at no level did the DMER or the government verify his age," said a former professor at GMCH.

Dr Tayade however is not willing to speak on the issue. "I have no comments to make," he told TOI on Wednesday.

His colleagues are also shocked. A DMER official said, "How can the medical secretary, the Governor and the chief ministers in the last few years have not bothered to make any investigation? Many RTI queries on his age were sent to them with proof of wrong doing." Others are squarely blaming the then medical education minister Digvijay Khanvilkar, in whose regime Dr Tayade was promoted as DMER joint director in 2004 from the post of dean IGGMC.

Most of Dr Tayade's colleagues say that the medical education ministers and secretaries too should be taken to task for shielding him then and now. They questioned why medical education minister Vijay Kumar Gavit is also not taking any action? TOI efforts to contact Gavit proved futile. He was either on official tour or in cabinet meetings.

"I am really ashamed to hear my student manipulating things to such a level," said a former GMCH teacher. Another teacher suggested that not only should he be suspended immediately (after a FIR is filed against him) but he should be made to pay back all the salary he drew from the government.

An ACB source in the city told TOI that the Mumbai team has also laid its hand on Dr Tayade's birth certificate. "Manipulating the age amounts to cheating and depriving someone else of a job opportunity. ACB can definitely take serious action now," he said.

Aaj Ka ACTING DEAN Kaun Hain?

I just returned from a long vacation from US and found many changes. The joker Jamkar has gone, and there was a sign of relief for a large number of docs and officials. A senior doc outside the BJ College building said " Arre chale gaya, bahut accha hua, woh VC bane ya Rashtrapati, par ek baat to aachi huee ke ek bahut bada joker chala gaya, sukoon hain.

Well, then why only Jamkar, there are several like him still around. A senior professor said that Jamkar may be saying " Hum to Nashik aaye gaye, par kaate chamche peeche chod aaye hain ( I have come to Nashik, but I have left my stooges behind). Correct absoulately correct. Anyhow, relief is after all relief.

Jamkar left, but there is a horde of aspirants greedy to grab and sit in his vacant chair. Like Jamkar all these Aaj Ka Dean, are in Acting posts, not confirmed and are anxious to sit glue to the chair, forgetting the ethics and protocol, that Acting Deans working for less than 90 days in the post cannot grab the chair, but have to take a side chair. But then who will tell the 'educated idiots" that in the rush to grab and sit in the chair of Aaj Ka Dean, they are violating the norms and procedures.

Professors, Asst. Professors and Lecturers laugh at the Aaj Ka Deans. They take pot shots at these Aaj Ka Deans, laugh like donkeys and gossip in the corridors of the college and hospital. They talk of the Sumo wrestler, Tipu Sultan, Bonzai, Pandu Hawaldar, Sadke Lakde and Chaprasi AO. However they laugh kindheartedly at Salim and his Anarkali, but express full sympathy for Salim. But Salim, gives a sheepish smile when Anarkali in her new attire tries to woo him back, but then Salim had buried her for ever from his broken heart.

Pity the poor Sumo wrestler, who is crumbling down under her heavy weight, but trying to knock down the mischief mongers.After all she is happy with the Aaj ka Dean post. A loudspeaker Professor mockingly said " Yaar when don't she put a changeable board outside the Dean chamber which would mention who is the Aaj ka Dean?" Yaar, she is so stupid, that though she is only holding additional temporary charge, yet she proclaims as Dean. How a big idiot."

And poor Birbal, he is badly missing his Akbar the Babbar Jamkar, but still happy doing the advisory role to the Aaj Ka Deens happily. Old habits die hard. And mind well, who is having the last laugh - none other than our Zero Hero Inamdar the Great. Ha, ha, ha.. Enjoy till the next post.

Misuse of Ambulance at Sassoon General Hospital

The gross misuse of Ambulance donated by BSNL Pune to Sassoon General Hospital has come to light. Ambulance is for the purpose of ferrying patients or accident victims.

But in Sassoon General Hospital, it is not used for patients but for making joy rides and for irrelevant purposes. Recently a doctor captured a photo of the ambulance ferrying household goods of a lady Administrative Officer Mrs. Mumtaz Pathan of the BJMC. This pix would be uploaded on the web soon, which will expose how the Ambulance is being misused by one and all.

There are many incidents were misuse of official position by the acting dean and other officials have come to light. A RTI applicant who sought information of the Ambulance and its use, was stunned to find that it was used for stupid reasons, even for ferrying cleaning brooms and for paying electricity bills. On some occasion it was used for ferrying officials on city and outstation tours.

Senior doctors, lecturers, professors and head of departments are questioning the irregularities by the acting dean. Is this person fit to occupy the chair of the dean, is the question they are raising in the corridors of the BJMC.

A little bird gossiped that a discreet enquiry by the CID has been ordered by the government against the acting dean and some others. Hope things will turn for good after the discreet inquiries.

Dr. Jamkar out of the race for the VC Post?

The latest whispers in the corridors of the Sassoon General Hospital and BJ Medical College in Pune is that Dr. Arun Jamkar, the acting dean of the BJMC who has applied for the post of the VC of MUHS Nashik is knocked out of the race.

According to the rumor mill in the corridors, the opponents or say detractors or better terms enemies of Dr. Jamkar had used their sources in the Raj Bhavan to knock the poor chap out of the race. They pointed out to their sources that Dr. Arun Jamkar is a misfit for the post as he is neither MPSC or DPC cleared for the dean post, and morever there are several complaints against him with the Governor and the government.

Poor chap, said his opponents, used and misused the entire staff of the college for three days including the three stenos and the admin staff to prepare a huge volume of his bio-data and annexes of his work. What he did not know was that the Governor or the Selection Committee has not time to read the hundreds of pages or time for it.

Anyhow, people were seen gossiping and making mockery of Dr. Jamkar and his female colleague with whom he went on a 'holiday' to the Andaman and Nicobar island and returned on Friday.

Poor suffer as politics ruin the health services


This blogger read this news on the internet and a link was sent by one of the doctors of BJ Medical College, Pune. In the final analysis only the poor will suffer out of this rift. The journalist appears to have done a good job and exposed the truth behind the move,ofcourse unwise by all means. Why doesn't the minister Dr. Gavit clean the rot prevailing in all the state-run medical colleges? Why " incompetent and deadwood" are sent or kept for years in the prestigious BJ Medical College? Why the minister does not understand the consequences of that will follow due to the immediate move-over of doctors? Instead the minister should concentrate on providing better medical services and cleansing the medical colleges run hospitals of corrupt, inefficient, lazy and incompetent staff.

With the international negative exposure, the government is only tarnishing its image worldwide, repercussions which will be not healthy for the government. We pray and hope that things improve for the better.

Rift between Congress, NCP ministers affect health services

MUMBAI: A rift between the no-nonsense Health Minister Suresh Shetty of the Congress party and Minister of Medical Education Vijay Kumar Gavit of the Nationalist Congress Party (NCP) has affected health services in 14 state-run hospitals attached to medical colleges.

Shetty has asked the Congress-led Democratic Front government to issue a government resolution to abolish 450 posts of medical superintendents, deputy medical superintendents, resident medical officers and others who perform administrative duties in these hospitals. The rift is over authority as these hospitals come under the Public Health Department (PHD) which is under Shetty's purview, while the medical colleges are under Directorate of Medical Education and Research (DMER) which is controlled by Gavit.

Orders to relieve the 450 officers with immediate effect from the hospitals attached to the medical colleges were received on Friday by the PHD deputy directors in different regions of the state, and many personnel were relieved, which has lead to turmoil in the hospitals.

These 14 medical colleges cannot handle the huge volume of patients like the big hospitals, JJ Hospital in Mumbai and Sassoon in Pune.

The medical colleges have limited number of professors, associate professors, and lecturers and they cannot handle the dual role of teaching and handling patients and administrative work, said a senior PHD official.

Shetty's stand is that there is an acute shortage of doctors in rural areas and his decision to abolish these posts in the medical colleges where his department doctors were on deputation was to serve the poor masses in the rural areas. The PHD doctors would now be moved from the medical colleges and sent to serve in rural hospitals (RH) and primary health centers (PHC) said a deputy director of the PHD.

A senior PHD official told Arab News that the move to abolish the 450 posts was a result of the outbursts of a deputy medical superintendent of the Sassoon General Hospital in Pune from the PHD cadre against the controversial director of DMER and the dean of the hospital over taking over temporary charge as medical superintendent two months ago.

It is alleged that the deputy medical superintendent had a tiff with the director of DMER and abused him and the dean on phone. This peeved the director who took it up with Gavit and the secretary of medical education.

The director of DMER is also in trouble on various front including being alleged by a deputy dean of having fudged his age to continue in the job when all his juniors have retired.

The 450 doctors attached to the Maharashtra State Gaxetted Medical Officers Association have gone on casual leave throughout the state protesting the order to abolish their posts. "It is not the right time to transfer us out, as the schools and colleges have started and our children would be put to great hardship," said a resident medical officer.
